Sheriff Royal serves the residents of Screven County with dedication, trust, honesty, transparency, integrity and accountability. He is committed to upholding the Constitution of the United States of America, and the laws of the state of Georgia with excellence and integrity. His goal is to partner with the community to prevent and reduce crime, enforce the law fairly, and enhance the Public’s trust through transparency and accountability.
Norman is a lifelong resident of Screven County, his parents Harold and Glenda set an example of service to others that made a lasting impression on him. Norman graduated from Screven County High School in 1995, and attended East Georgia College in Swainsboro. In 2001 he married Randilyn, and they have three children. It has been a joy raising his children in Screven County and experiencing the close knit community that shaped his own childhood.
He began his career in public service working with the Sylvania-Screven Fire Department. He soon felt a calling for law enforcement, and obtained his (POST) certification from Georgia Peace Officers Standard and Training Council as well as other advanced certifications. After 26 years of public service with the Fire and Police Department, Norman decided to run for Sheriff. On November 5, 2024, Norman Royal defeated longtime Sheriff Mike Kile to become the new Sheriff of Screven County.
The Chief Deputy Sheriff is a high-ranking law enforcement position that serves as the primary assistant to the Sheriff, overseeing and managing various aspects of the Sheriff’s Office. They are responsible for administrative functions, policy implementation, and ensuring the effective operation of the department, often acting as the Sheriff’s representative in their absence.
Our Investigator and Training Officer is a law enforcement professional who combines the responsibilities of investigating crimes and training new and existing officers. Investigators are responsible for collecting evidence, interviewing witnesses, and preparing cases for prosecution, while training officers are responsible for providing basic and specialized training to enhance their skills and knowledge.
The Screven County Sheriff’s Office Public Information Officer (PIO), acts as a key liaison and spokesperson, connecting the department with the public and media. Their primary duties involve providing accurate and timely information about the Sheriff’s Office’s activities, incidents, and operations to both the public and media outlets.
The Senior Chaplain provides spiritual support and counseling to law enforcement personnel and the public, both in normal and crisis situations. They offer guidance on moral, spiritual, and religious matters, and may also assist with community outreach and building bridges between the police and the public.
Our dedicated team works tirelessly to ensure the office runs efficiently and effectively. We couldn’t succeed without each of them.
Our Deputies are the backbone of the department. They perform many duties. From delivering Civil paperwork and warrants, to working accidents, crime scenes, and thefts. Some of the jobs they have to perform, many people wouldn’t want to do.
A Jailer is responsible for ensuring safety, security, and order within a jail facility. This includes supervising inmates, enforcing jail rules, processing new inmates, conducting searches, and responding to emergencies. They also maintain accurate records and reports and may be involved in inmate transport and court security.
The Sheriff’s Office Detail / Transport Officers are responsible for the secure and lawful transport of inmates and other detainees. This includes transporting prisoners to and from jails, courts, medical facilities, and other destinations as directed by supervisory personnel. They also handle the physical screening of inmates, ensuring no weapons or contraband are present.
